HISTORIC MOMENT FOR THE MIDDLE EAST UNITED STATES--Since the first reports of the secret, Norway-based negotiations came out the excitement has been building, culminating . . . with the letters of recognition exchanged between (Israel and the PLO).
Mr. Arafat, reversing the charter of the PLO, "recognizes the right of the State of Israel to exist in peace and security . . . and renounces the use of terrorism and other acts of violence." . . . Prime Minister Rabin wrote that "the Government of Israel has decided to recognize the PLO as the representative of the Palestinian people." . . .
As for the United States, . . . American support and commitment will be needed now to make this work to the benefit of all. And if it does not work, American support for Israel might be even more crucial in the future.

'ENOUGH!'

It was left to Mr. Rubin, a hero of the 1967 war that brought Israeli occupation to the territories the Palestinians now hope to reclaim, to say what seemed to be on everyone's mind: "Enough of blood and tears. Enough!"
