Urgent problems of the development of socialism during the present stage and its growing role in peaceful social progress and in the historical destinies of mankind are being discussed at an International Scientific Congress that opened in Moscow on October 4. Outstanding representatives of the social sciences of the socialist countries are taking part in its work.
P.N. Fedoseev, vice president of the USSR Academy of Sciences, opened the meeting of the scholars.
The conference was addressed by V.A. Medvedev, member of the Politburo of the CPSU Central Committee and secretary of the CPSU Central committee. On behalf of the CPSU Central Committee, he welcomed the participants of the scientific forum and wished them fruitful work.
In history there come periods from time to time, the speaker said, when the necessity of a serious reinterpretation of the attained goals of social development and its further prospects arises. Hardly anyone doubts that socialism is confronted with a new historic challenge and requires a profound qualitative renewal and increased dynamism. This does not detract from the achievements of the new social order.
At the same time, it is well known that negative trends have begun to manifest themselves increasingly distinctly since the end of the 1970s. The advantages of socialism over capitalism in economic growth rates turned out to be lost. A lag in new spheres of development began to appear. It goes without saying that not all socialist countries found themselves in the same position. But if we bear in mind the general picture, then it is characterized by the intensification of the difficulties and the slowing down of development.
The time has come when it has become urgently necessary to make profound changes in the renewal of Soviet socialist society and to undertake a serious restructuring of the various spheres of social life. This presents the entire theoretical front and all of social science with an extremely crucial task. It is important to answer the question that is agitating society: What sort of a social edifice do we want to see emerge from the crucible of perestroika? The basic approaches and ideas of renewal which determine the appearance of the society toward which we are moving were summarized by the 19th Party Conference and were set forth in the speeches of M.S.
