What was happening in Great Britain, France, Canada, Russia, and other countries as they saw the American experiment in democracy seeming to fall apart? Although no country officially recognized the Confederacy, ships bought surreptitiously in England became Southern sea raiders (e.g., CSS Alabama and CSS Shenandoah), roaming both the Atlantic and Pacific to prey upon Union shipping. The only attack on a far Northern town (St. Albans, Vermont) was launched from Canada. Meanwhile, Napoleon III of France was able to install his own puppet, Emperor Maximilian, in Mexico.
